John's Bio

John Sandell joined the firm in 2018, bringing several years of tax policy expertise to serve a variety of multinational, domestic and non-profit clients. During his tenure at the Ways and Means Committee, John provided advice, staffed, and briefed the Chairman, Members, and senior staff on tax law and tax policy.  John served under three successive Republican Committee Chairmen: Dave Camp (R-MI), Paul Ryan (R-WI), and Kevin Brady (R-TX).  John’s core expertise includes working on the drafting, development, negotiation, and passage into law of several pieces of tax legislation, including the 2018 Bipartisan Budget Act, the 2017 Tax Cuts and Jobs Act, the 2015 PATH Act and CR/Omnibus, the Tax Increase Prevention Act of 2014, the 2014 Camp Draft, and the American Taxpayer Relief Act of 2012, among others.

In addition to his work on tax legislation, John served as tax staff liaison on a variety of other projects, working with the Ways and Means health staff on tax aspects of bipartisan Health Savings Account (HSA) reform legislation in 2018, the American Health Care Act (ACA) in 2017, the 2016 Qualified Small Employer Health Reimbursement Arrangement (QSEHRA) legislation, and other health tax issues.  John collaborated with Ways and Means trade colleagues on several projects, notably tax policy within 2015 legislation to advance Trade Promotion Authority and Trade Adjustment Assistance.  John also worked with counterparts on the Transportation and Infrastructure Committee on several transportation extensions and reauthorizations, including the five-year Federal Aviation Administration (FAA) Reauthorization Act of 2018 and the five-year Fixing America’s Surface Transportation (FAST) Act highway reauthorization in 2015.

Prior to his position as tax counsel, John served the Committee as a legislative assistant and law clerk, in part while he was earning his law degree from George Mason School of Law.  He is a member of the District of Columbia Bar and earned a B.A. in political science and history from the University of Tulsa.
